The host species is Agrimony; only uredinia and telia are known.  Orange uredinia are present on leaf undersides.  This is not a gall-causer.

There is some inconsistency in sources regarding taxonomy.  On Bladmineerders it is Quasipucciniastrum ochraceum, within the family Coleosporiaceae.
